How we build

General Contracting Services

As your general contractor, Sovereignty Construction becomes the hub of the entire project. You sign one contract — the prime contract, with us — and we take it from there: hiring, scheduling, managing, and paying every specialized trade; ordering every material; passing every inspection; and carrying the financial and operational risk of the build. You write one check and make the big decisions. We handle everything in between, so your community never has to.

Design-Build Services

Traditional design-bid-build can leave Tribal owners caught between architects and contractors when issues arise. Design-build closes that gap. With Sovereignty Construction as your design-build partner, you have a single point of accountability from concept through closeout: faster schedules, fewer disputes, and a budget that stays grounded in reality.

Designers and builders work together from day one, so cost stays aligned with design.

Single-source accountability, with no finger-pointing when challenges arise.

Faster to groundbreaking, which matters when funding obligation deadlines are tight.

Well-suited to housing developments, community facilities, and projects funded on cycles.

Every project we deliver starts long before the first shovel breaks ground, and the work we do in those early weeks often decides whether a build succeeds or struggles. Our pre-construction services give Tribal Nations and housing authorities clarity, confidence, and control from day one.

We don’t just prepare to build. We prepare to build with you.

Transparent, market-grounded numbers that evolve with your project

Scheduling and Phasing

Built around NAHASDA timelines, funding cycles, and community impact

TERO, NEPA, BIA, HUD, Davis-Bacon, NAGPRA, and Tribal codes

Design Coordination and Value Engineering

Construction Management Services

Construction management is the right delivery model when a project is complex, phased, or demands cost certainty and single-source accountability. As construction manager, we bring experienced builders to the owner’s side of the table, guiding planning, controlling risk, and overseeing execution from early concept through closeout.

We offer three delivery models:

Agency Construction

We manage the project on your behalf as your professional advisor, without holding the trade contracts directly. Best when you want experienced construction leadership in the room without taking on traditional GC risk.

Construction Manager
At-Risk

We serve as construction manager during pre-construction and general contractor during construction, committing to a Guaranteed Maximum Price (GMP) and taking on schedule and budget accountability. Best for HUD, BIA, NAHASDA, and grant-funded projects where cost certainty matters.

Construction Manager Multi-Prime

For larger or phased projects, we coordinate multiple prime contractors holding contracts directly with the owner. Best when phased delivery or scope-by-scope contracting accelerates the schedule.

Why our CM work is different: Our senior leadership has sat on the owner’s side of the table. We’ve served on Tribal councils, run Tribal public works departments, and reported to housing boards. That insider perspective shapes everything we deliver as construction manager.

Find Your Fit

Not Sure Which Service Fits Your Project?

Choosing the right delivery method is one of the most important decisions an owner makes, and it should happen before design begins, not after. Whether your project is fully funded or still in early visioning, we’d welcome an honest conversation about what fits your community best.
